China News Service, Changsha, May 12 (Reporter Lu Yi) The China (Changsha) International Engineering Machinery Remanufacturing Equipment Export Innovation and Development Conference and Trading (Auction) Conference opened in Changsha, Hunan on the 12th. The Hunan Engineering Machinery Second-hand Equipment Export Industry Alliance released the “Evaluation Standards for Second-hand Engineering Machinery Equipment” (hereinafter referred to as “Evaluation Standards”) at the conference, which is China’s first second-hand engineering machinery equipment export standard.
The evaluation standards released this time regulate the seven links involved, including commissioned evaluation, equipment inspection, major accident identification, quality appraisal, value assessment, issuance of evaluation reports, and alliance certification. The trade fair used the evaluation standards for the first time to evaluate and certify the exhibited equipment and provide guidance reference prices.
Remanufacturing of construction machinery can reduce resource and energy consumption, reduce waste emissions, promote energy conservation and emission reduction, help achieve the “dual carbon” goals, and drive economic growth. It is an important direction for future development. According to the venue data, the global second-hand construction machinery transaction volume reached US$295.31 billion in 2019, and it is expected to exceed US$400 billion by 2025. At present, China’s second-hand construction machinery equipment has 10 million sets, with a market value of about 600 billion yuan.
“There is broad room for development in the export of remanufactured construction machinery equipment, and the standard system is a key bottleneck in the operation of the system involved in the second-hand equipment transaction link.” Guo Xuehong, the acting chairman of the Hunan Engineering Machinery Second-hand Equipment Export Industry Alliance, said that the introduction of the evaluation standards will further enhance the international competitiveness of China’s engineering machinery remanufactured equipment export companies.
The compilation and release of the evaluation standards took more than a year, relying on the reform pilot platform of the Changsha area of Hunan Free Trade Zone. The Changsha area of the Free Trade Zone took the lead in China to carry out the export reform of engineering machinery remanufacturing equipment. Through a series of pragmatic measures such as trial orders, platform building, standard building, and process optimization, the export of engineering machinery remanufacturing equipment has achieved initial results. So far, it has achieved exports of 490 million yuan to 20 countries.
Guo Xuehong introduced that in terms of promoting the implementation of the evaluation standards, the first batch of evaluation institutions have been authorized, the first batch of evaluation personnel have been trained, assessed and certified, second-hand equipment standard evaluation application scenarios have been established, and international exchanges and cooperation on standardization have been explored and promoted.
